If your looking to migrate to a new Active Driectory server, or retire an old one, then NETDIAG and DCDIAG are your new best friends!
Netdiag is available for Windows Server 2003 and earlier versions (no 2008 support) and DCDIAG works for all Active Directory version. As their name kind of hints, netdiag is for testing your overall network connectivity to Active Directory where as DCDIAG is for testing the health of a Domain Controller. I have found that using DCDIAG before I have to move, change, retire, etc a domain controller (or even FSMO roles), I can find issues that would have potentially prevented me from doing what I needed to do with the DC before I even tried to do it.
It's also a handy diagnostic tool when troubleshooting why Group Policy isn't updating, or that AD Replication doesn't seem to be working!
