Now this is a handy tool! If you need to migrate printers from Windows Server 2003 to 2008 and it's the same architecture (i.e. 32-bit to 32-bit), install the Printer Management from the Roles screen.
Once that's install, connect to your 2003 Print Server. From there, you can export all the printers, drivers, ports and settings into one neat little file. Next, connect to your 2008 Print Server. From there, you can then import those drivers and settings to your new server! Pretty neat! Only 32-bit to 64-bit doesn't work, for that you'll still need to download the 64-bit drivers and install them, but once there installed, you can re-import your printers for the names, shares and ports!
